Well if it's in the interests of (inter)national security I don't see why it's a bad thing, I've nothing to hide and I doubt the FBI would care to read my MSN convos with my friends and ex-gf (although our online fights are rather lulzy). Hell it could even lead to some weirdos googling for child porn getting done, and you can't argue that, THAT is a bad thing.
i doubt its a very bad thing unless they use it just to spy on random people, it would be ok to use it for tracking down people they have leads on and they can actually confirm they are using their computers to communicate with other criminals to plan something.

It is like normal spyware. Spyware gathres such information to introduce adverts.
