I would say that traditional C is the hardest to learn, but assembly is harder to use.
PHP is pretty easy, and HTML is not a programming language. It's just a scripting 'language' used to display data.. and I myself wouldnt say XML is a programming language either.. as it's just a method of sending/describing data as simple as possible.. and apache is kinda just small time scripting too :\
Added Perl & Lisp I would say Lisp is the hardest, followed by C. I find C++ much easier than C, Java is simple as is HTML, and I've never tried PHP nor Assembly, but I hear Assembly is the fastest of all programming languages. And yes, HTML is not a programming language. I'll take that out.

I never knew any C, and I learned C++ perfectly. If you know C++, then learning Java is simpler. I really do not believe the two have much of a connection, but for me, learning C++ before Java really helped me learn Java by easier means.
