In the code where it is written Enter Your Popup Code Here, enter a specific text, and every time any page on your site loads, it will popup with that message.
If you want the text to popup before the site loads, then place the above code in the <head> tag of your website. If you want it to load after the site loads, place it in the <body> tag of your website.

\"Text inside here will pop up when link is clicked on.\" is the text which will popup when you click on the link. \"Text for the link.\" is the actual text of the link. \"Text inside here will pop up when the cursor is moved onto the linked text; no clicking is required.\" is the text which will popup on the MouseOver when the cursor is placed on top of the link; remember, no clicking is required. \"Text for MouseOver Link.\" is the actual text of the MouseOver link.
This code should be placed in the <body> tag of your website.
You can also use javascript live in your browser. For instance, type \"javascript:alert(\"Javascript alerts....\");\" in your address bar and hit enter..
You can do form voiding using this method, effectively rendering some forms useless and you could call it a form of \"hacking\".
You can also do a few other cool things, like I used to make the impression that I was on a webpage, when infact I was not. yet it looked like there were animations (I'll try and remember how to do it tommorow now... it's 3:30AM where I live :\ )
Anyways, in the whole.. javascript is a client side scripting language, so it has it's advantages and disadvantages.

I have experimented with mouse over effects before, and it can be done without javascript (many browsers do not allow javascript to run, or do not have it programmed in the browser) so sometimes it's better to use other things.
mouse over effects can be done with only CSS and HTML. Yes.
