I am need for a good hardware firewall, other than the one in my Linksys wireless router. I've heard of SmoothWall & BlackIce...are these any good? If so, why? Are there any others you might suggest? Also, this is for a Windows PC, not for Linux, so not sure if SmoothWall will work, since it seems to be for GNU.

I think your looking for a software firewall, not a hardware firewall. If that is the case just use the native SP2 firewall. If your computer is the only Windows machine in your network then you don't even need a software firewall, the router would be enough. If you have more then one then it is highly recommended to have a software firewall.

I want to try out a hardware firewall on Windows, so that when I get my old PII Dell up and ready, I can set it up.

I think you're confused about the meaning of hardware firewall. You wouldn't use windows as a hardware firewall, because it renders the point of a hardware firewall useless. Not only that, but there is no such thing as a hardware firewall on windows. A hardware firewall would be something like IPCop, Smoothwall, a device with software built purely for the purpose, etc.. devices specificly built for the role, with minimum features. Windows comes nowhere near that.. infact it's the total opposite.
I think you should rename this topic to software firewall, as it's misleading people.
and also,

What's that supposed to mean? Smoothwall is a distro type installation.. You don't install it over anything, the same as in any other hardware firewall.
