Even though you said you will not overclock I suggest you at least try a little. You can overclock just using stock voltage and easily get it past 2.2GHz (3500+).
You should also consider getting a floppy. You probably won't use it much, but when the time comes you will be happy you bought one. They are also so cheap I don't see why not.
There are more expensive monitors such as the ViewSonic G90FB, but I picked that monitor because of its price/quality ratio. It also leaves room in the budget for other things.
If you want the mouse and keynboard you chose that is fine, I just put what I thought would be good. You could also buy the retail package for the NEC and get a free copy of Nero.
I noticed your original configuration did not include RAM. Was that a mistake or do you already have RAM? If so, what do you have?
