Advice Needed :P in Hardware, Internet, Networking, Comms and Security
The OCZ 'VX' Value uses BH5 chips.  They are just not tested or binned, so peeds arent guaranteed.

BTW They are just OCZ Value Series, the 'vx' was a sort of joke as they basically are VX, without heatspreaders.

2.5 3 3 7 @ stock, make sure they're the ones

Anandtech got them up to DDR490 at 2 2 2 6 3.3v

Never skimp on the RAM if you're OCing. Dont know how many people I've seen, 'I overclocked and now my comp wont turn on'.  And it nearly always boiled down to crappy RAM.

buy some decent DDR400 and you'll be fine.

And another thing, heatspreader do sweet F A unless there's a fan blowing over them. They trap the heat on the ram

And on warranties, most decent ram gives you warranties up to a certain voltage (2.9 for TCCD based ram usually), not speed.

Its not entirely true that you cannot OC the FSB on an OEM machine such as a Dell.
Depending on what clock gen IC the board has, you can use software such as softFSB to chose the IC from a list and OC it from there, therefore increasing the FSB speed, and hence the CPU.

I have done this on a Time PC many moons ago.....
