One of my my friends wants to set up a way to block his children from viewing certain web pages by making it look like they crashed or no longer exist, is this possible or something similar to it maybe?
If he's using Interner Explorer he could always set the content filter (or just make the page unavailable) by using the Content Advisor in IE. This setting can be controlled from an Administrator account and will ask for a password so that the user can't just go back and change the settings back to the way they were.
Open IE -> Tools -> Internet Options -> Content -> Content Advisor tab.
When the site is accessed, a popup window will appear saying the the site has been blocked.
