Depends on what you need the language for ;)

If it was for programming software and such, then I would say C++

And for server side programming, I would say PHP.

I really don't know that much about programming, but from what I've seen, I'd say C++

C++ is one of the best by far, but hard to learn cause its all code. If you want something easy to learn while still having good control of what you wana do, try learning Visual Basic. Its pretty good language to start with.

I disagree, although I have not used VB much myself, many other people say it teaches bad habits, and from what I know it's not very good in the way it handles things, and you need the VB runtime enviroment and such to run it.

If it's productivity you are looking for, then I would certainly say Python would be a better option than C++, VB or Java.

While PHP markets itself as a \"web scripting\" language, Python, Ruby and others are all pefectly well suited for such tasks and often have frameworks that make developing web applications much more pleasent then PHP. PHP is good for what it does: quick and dirty dynamic web pages. When it comes to writing web applications it starts to get a little bit ugly. Also, PHP is mostly useless for learning the general art of programming.

For anybody learning a new language I would recommend staying away from C, Perl, and PHP. C# gets honorable mention for a horrible containers library and Java is only slightly better. And you should probably avoid others, but you must avoid the ones I listed. They'll only teach you bad habits.

I suggest either Python or, if you choose to learn an FPL, Haskell. Scheme is not a bad language to start with either. I only really mention this though because of this book:
http://mitpress.mit.edu/sicp/full-text/book/book.html

I don't know of a better book on learning programming. It is required reading for anybody interesting in programming.
