If they are noisy, a little lubrication will go a long way. Peel off the sticker to expose the bearing and pour a small amount of oil in to decrease friction in the fan. Replace the sticker, and hopefully you'll have a quieter PC. If your computer isn't even hot inside, you could remove the fans, or perform a 7V mod to reduce the fan's RPM, therefore its noise. Beware though, the 7V mod also decreases the amount of air the fan pushes - thus you could have slightly higher case temperatures.
